Gambia delegation at Energy Ministry
Deputy Energy Minister Dr. Mohammed Amin Adam says it would be in the best interest of the Gambian people, to have a petroleum fiscal regime that prioritises local content and capacity building.
Dr. Amin Adam made these remarks when he addressed the Gambian Petroleum Fiscal Regime Committee led by madam Kanni Touray at the Ministry of Energy.
In her opening remarks, Madam Kanni Touray recounted previous engagements with the Ministry of Energy and some of its sector agencies.
She said that there is already a Memorandum of understanding between the Gambia National Petroleum Corporation and the Ghana National Petroleum Corporation in respect of technical support to the former. “Gambia is currently reviewing its petroleum fiscal regime for which reason the Committee has come to Ghana to engage the Ministry of Energy, the Petroleum Commission, GNPC and GRA among others”, she said.
Dr. Amin Adam shared with the delegation how relevant it is for a decision on whether the country wants to attract investors to its upstream industry or generate revenue when developing a fiscal regime. He also stressed that, in the wake of global conversation on energy transition, consideration should be made on developing a robust fiscal regime for gas since it is becoming more prominent than oil.
“Gambia should not totally rely on expatriates to exploit its hydrocarbon resources but try to do some of the things by themselves. That will be a better way to learn and build the capacity of its indigenes”, he said.
“Explore suitable ways of managing the expectations of the Gambian citizens”, he added.
The Deputy Minister who is also MP for Karaga said Ghana remains committed to sharing her experience from her oil discovery with sister countries to help harness the untapped potential of oil deposits in the sub-region.
