The Economic and Organised Crime Office (EOCO) says the arrest of former Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD), Dennis Edward Aboagye, popularly known as “Miracles,” is linked to an ongoing investigation into the alleged misappropriation of about GH¢55 million in public funds.
In a statement issued on Monday(13 July), EOCO said the investigations stem from a forensic audit of the IMCCoD Secretariat covering the period between August 1, 2022 and February 2, 2025, as well as a petition submitted by the current Executive Secretary requesting further investigations.
According to EOCO, the probe involves suspected misappropriation, misapplication, diversion and theft of public funds amounting to approximately GH¢55 million.
Mr Aboagye, together with former IMCCoD Accountant Gerald Appiah and other individuals, is being investigated for alleged offences including conspiracy to steal, stealing, using public office for profit, causing financial loss to the State, dissipation of public funds, defrauding by false pretences and money laundering.
EOCO disclosed that following significant new findings in the investigation last week, it initiated plans to arrest Mr Aboagye and placed him on a stop list to prevent him from leaving the country. However, the Office said he had already travelled before the stop order was issued.
Upon his arrival at the Kotoka International Airport on Saturday night, officers of the Ghana Immigration Service executed the stop order and handed him over to EOCO on Sunday morning.
The anti-graft agency also revealed that Gerald Appiah has voluntarily begun refunding funds linked to the ongoing investigation but stressed that the recoveries neither conclude the investigations nor absolve any suspect of possible criminal liability.
EOCO said both Mr Aboagye and Mr Appiah are expected to be granted bail in accordance with the Constitution while investigations continue.
