The Liberian Government and ArcelorMittal-Liberia (AML) have begun advancing a framework to implement a US$5 million annual Community Development Fund unde
r the company’s Third Mineral Development Agreement (MDA).
The framework was discussed at a stakeholder consultation on August 31, 2026, convened by the Ministry of Mines and Energy and attended by government officials, county authorities from Nimba, Bong and Grand Bassa, AML representatives and other stakeholders.
Under the Third Amendment to AML’s MDA, the company’s annual contribution to socioeconomic development in affected communities has increased from US$3 million to US$5 million.
Mines and Energy Minister R. Matenokay Tingban said the Fund must be aligned with national development priorities as well as the specific needs of mining-affected communities.
The consultation also considered the establishment of a Community Development Committee to help identify, prioritise and support projects financed by the Fund.
Minister Tingban further urged AML to increase support for alternative livelihood programmes, aimed at creating sustainable economic opportunities beyond mining.
Local Government Minister Francis Sakila Nyumalin said the initiative represents an important step in implementing the amended MDA, while the Ministry of Finance and Development Planning said the agreement should contribute to Liberia’s broader development objectives.
AML reaffirmed its commitment to supporting communities in its areas of operation, including through alternative livelihood initiatives.
The government said further engagements will focus on establishing a transparent, participatory and accountable mechanism for managing and investing the US$5 million annual contribution.
