Dr Cassiel Ato Forson
Ghana’s Minister of Finance, Dr Cassiel Ato Forson, has announced plans to abolish the 1.5% withholding tax on the winning of unprocessed gold by small-scale miners.
Presenting the 2025 Budget to Parliament on Tuesday, March 11, Forson also revealed the removal of the Emission Levy on industries and vehicles, which was introduced by the previous New Patriotic Party (NPP) government.
“We will abolish the Emission Levy on industries and vehicles, remove VAT on motor vehicle insurance policies, and scrap the 1.5% withholding tax on the winning of unprocessed gold by small-scale miners,” Dr. Forson stated.
The Finance Minister emphasized that these tax removals are aimed at reducing the financial burden on households while also supporting business growth and economic expansion.
“Mr. Speaker, the removal of these taxes will ease the burden on households and improve their disposable incomes. In addition, it will support business growth,” he added.
The tax relief measures are expected to provide significant financial relief for small-scale miners and industries while enhancing Ghana’s investment climate.
