Mona Quartey
With a distinguished career spanning global finance, mining governance, and public financial management, Mona Helen Kabuki Quartey is set to reshape Ghana’s economic diplomacy in Europe as she assumes office as Ambassador to the Italian Republic.
Commissioned on November 19 by President John Dramani Mahama in Accra, Mrs. Quartey brings over 30 years of experience in treasury management, corporate finance, and economic strategy, positioning her as one of Ghana’s most accomplished envoys in its diplomatic corps.
Mrs. Quartey holds a BSc in Development Planning, an MBA in Finance, and an LLM in International Commercial Law, credentials that underpin her expertise across public and private sector finance.
Her early career saw her rise to Group Treasurer at Ashanti Goldfields, where she played a pivotal role in the company’s successful listings on the London, Ghana, and New York stock exchanges, marking a milestone in Ghana’s corporate history.
Her professional journey extends into the international finance arena, with senior positions at American Express and Citibank NA, before returning to Ghana to serve as Deputy Minister of Finance. During her tenure in government, Mrs. Quartey contributed to key fiscal and monetary reforms, including the notable achievement of zero financing from the Bank of Ghana in 2016, reflecting strengthened fiscal discipline.

Beyond finance, Mrs. Quartey has an extensive governance portfolio, serving on the boards of public and private organizations, including Golden Star Resources PLC (now Chifeng Gold). She has earned multiple accolades for her leadership in the mining sector, including being named one of “100 Global Inspirational Women in Mining” by Women in Mining UK in 2018 and receiving a lifetime achievement award at the 2023 Ghana Mining Industry Awards. She is also a Fellow of the West African Institute of Mining, Metallurgy and Petroleum (WAIMM).
Her appointment to Italy comes at a time when President Mahama has tasked all newly commissioned ambassadors with navigating a rapidly evolving global environment marked by technological advancements, geopolitical shifts, economic transitions, and climate challenges.
Speaking at the commissioning ceremony, the president urged the envoys to employ innovation, strategic engagement, and diplomacy in representing Ghana abroad.
As Ambassador to the Italian Republic, Mrs. Quartey is expected to leverage her financial acumen and international experience to deepen bilateral trade, investment, and cooperation between Ghana and Italy.
Her posting underscores the government’s focus on economic diplomacy, particularly in key sectors such as finance, mining, infrastructure, and energy, where her expertise aligns closely with national strategic interests.
Ghana’s diplomatic mission in Rome looks set to benefit from her wealth of experience, positioning the country to strengthen its influence in Europe while fostering mutually beneficial partnerships.
